Tile and other finish work appear on the state building code's list of items that need no building permit (780 CMR 105.2). In Quincy, that exemption tends to cover a straightforward floor or backsplash, while wallboard replacement, framing repairs, a fire-rated floor in a three- or four-family or a moved drain each bring their own permit from Inspectional Services.
Expect the remodeler to ask about the unit below, how the building's drain stack runs and what the association requires. In older Quincy homes they'll also check whether the floor is mortar over boards or tile over an earlier tile layer, since that changes demolition time.
With the old tile gone, a typical sequence is framing repairs, backer board, a membrane lapped up the walls, a flood test, then tile, grout and flexible sealant at the corners. Ask to see the membrane before tile covers it.
